The goals, functions, powers and competences of the Moscow region government are determined by the Moscow region regulations, Moscow region law “On Moscow Region Government” and other laws of Moscow region.
The Moscow region government:
- implements within the limit of its powers the measures to exercise, ensure and defend rights and freedoms of each person and citizen, the measures regarding the security of property and social discipline, crime prevention, elimination of emergency cases and liquidation of their consequences;
- drafts the projects on Moscow region budget, ensures the implementation of Moscow region budget and reports on it (Moscow region law as of 28.03.2005 № 93/2005-ОЗ);
- elaborates state programs of Moscow region social and economic development, ensures their execution, prepares the reports on their execution;
- forms other state executive bodies of Moscow region;
- develops and fulfills the measures on social and public health development, establishes social protection systems and gives targeted social assistance to the population, ensures their functioning;
- runs and manages the Moscow region property in accordance with the Moscow region laws, as well as the federal property entrusted to the Moscow region management according to the laws and other legal norms of the Russian Federation;
- has a right to nominate a local body of self-government, elected or other officers of local self-government, to bring the legal acts that they issue to conformity with the legislation in case these acts contradict it, it also has a to seize the court;
- carries out other powers set by the Federal laws, the Moscow region regulations, the Moscow region laws as well as by the agreements with the federal executive bodies stipulated by article 78 of the Russian Federation.
